NOTICE OF EXPRESSION OF INTEREST (EOI) Supporting Communities Partnership Initiative (SCPI) and the Urban Aboriginal Homelessness (UAH) Component of the National Homelessness Initiative (NHI) Deadline for EOI submissions: Monday, June 28, 2004 @ 12:00 pm (Noon)
The Greater Vancouver Regional Steering Committee on Homelessness (RSCH) and the Aboriginal Homelessness Steering Committee (AHSC) are issuing a joint call for Expressions of Interest (EOI) for projects addressing homelessness in Greater Vancouver. This call is for funding under the federal government’s National Homelessness Initiative (NHI), which provides funding under the Supporting Communities Partnership Initiative (SCPI Phase Two: 2003-3006) and under the Urban Aboriginal Homelessness (UAH) component. Projects recommended for funding must meet the requirements of the National Homelessness Initiative and be linked to the priorities of the updated Regional Homelessness Plan for Greater Vancouver (“3 Ways to Home”, November 2003). Please be advised that the Regional Plan Homelessness Plan includes the 16 clusters (priorities) of the Aboriginal continuum of care from the AHSC, UAH planning document, “GVRD Aboriginal Homelessness Study 2003”.
The call for Expressions of Interest (EOI) is going out today May 17, 2004 with a submission deadline of June 28, 2004 at 12:00 pm (Noon). EOIs are to be delivered to the Purchasing Department of the Greater Vancouver Regional District (5th floor) at its Head Office at 4330 Kingsway, Burnaby. Full submission instructions are included in the EOI Overview, Sections 1.2 and 1.3.
At the completion of this EOI call the RSCH will make recommendations on the distribution of approximately $9 million, and the AHSC will make recommendation on the distribution of approximately $2.5 million. This is anticipated to be the last EOI call for SCPI Phase 2 and the UAH component of the NHI, both of which terminate March 31, 2006.
Prospective proponents are asked to note these points:
·The time frame for this EOI call is to allow for projects to start in time for the onset of the cold, wet weather season in November 2004.
·Proposals under this EOI call will be considered for multi-year projects that can be completed by March 31, 2006.
·Note that capital project proposals at the concept stage, or proposals for feasibility studies of capital projects, are not eligible under this EOI call.
A complete EOI package (including EOI Overview, EOI Application Form, and EOI Application Guide has been distributed to all organizations on the RSCH and AHSC contact lists. This EOI package is also available on the websites for the Greater Vancouver Regional District (GVRD) and for Lu’ma Native Housing Society, respectively at www.gvrd.bc.ca/homelessness, and http://www.lnhs.ca/doc_pages/docs_ahsc.asp, and has been posted on the GVRD Bid and BC Bid websites.
